The lottery is for U.S. residents only.
11,000 tickets will be given away for the Staples Center room while 6,500 have been placed aside for the Nokia Theatre.
8,750 winners will receive two tickets.
L.A. Police have issued a statement to warn people without a ticket to stay away from the area. Only people with tickets will be permitted into the grounds of the entertainment precinct.
It has been emphasised that the memorial will not be a tribute show but there will be some performers but no dance numbers.
Jackson is expected to be buried in a bronze casket with a 14-karat gold plate worth around $25,000.
Brother Jermaine confirmed on the Larry King show this week that eventually the family would like Michael buried at Neverland but they have to have a Californian law over-ruled for that to happen. “People who make the laws can also change them,” Jermaine told King.
The memorial for Michael Jackson will be broadcast live around the world and on the Internet.
The service will take place at 10am Tuesday Los Angeles time (3am Wednesday East Coast Australia time).
